Add link to style guide

I couldn't find any styling instruction for my first MR, so I figured mentioning the style guide in the README could be a good idea

The style guide is still work progress, and I think it has been a while since @tchajed worked on it.

I just read through it, and I don't think there's anything I disagree with There's still some TODOs and one minor discussion point (spaces in match), but all that should not be in the way of the style guide being use. So we probably should advertise it by including it in the READMEs and other such places.
