Add a simple baggagecontext impl for the baggage layer.  Not intended to be used, more as a demonstration, so it's left untested...

Add stub for 'compact' operation; not sure if it should go at baggage buffers layer or at transit layer.

Hack in the ability to hook into transit layer function invocations, for purposes of profiling.  Probably will remove later
